Consolidating one of the internet's core protocols into a handful of critical systems that take everything out when they fail is an actual and real issue. Under good conditions, everything works, and under bad conditions, each application having its own implementation of DNS means at least some of them will work. Also, hiding functionality inside an FPGA is more difficult than pretty much any other active part, because the end user can configure it virtually any way they want.
